I recently met with an aide of my local congressman, Congressman Ed Royce. I prepared a letter for him regarding potential non-consensual experimentation by the U.S. government on its own citizens, and the abombinable U.S. law in that regard. Here is the letter to Congressman Royce, which I've edited slightly to fix typos and to clarify certain points.
